Because an active, physically fit person gnerally has a heart that does not have to work as hard (slower) as someone who is not in as good a shape and the heart has to pump, or work, harder to get the blood circulating. probably thelungs are in much better shape in the physically fit person and since the lungs and the heart interact, the lungs help the heart not work as hard.

In unfit people, there is more body fat and more space in the body, which makes the heart have to work faster to get to all the ends of the body in the same amount of time. Runners have a slower heart rate because the act of running makes the heart stronger... with a stronger heart stroke volume is increased so the heart does not need to beat as much to fulfill its transportation needs
