There are quite a few omnipotent characters out there. Practically this question has no answer, because no matter what sort character you can imagine, someone else can imagine something ever more powerful. Of the most universally popular in comics games and movies would be in no particular order or rank:

Hulk,Goku&vegeta(SS4 Gogeta),wolverine, Kratos,cloud&sephiroth,Dr.Manhattan(Watchmen),superman,and The First shinobi(naruto),Nine-tailed fox(naruto),Aizen& Ichigo(bleach), Apocalypse(X-men) and maybe Master Chief

take into account they are all very powerful in their respective but different universes these are all by opinion and have no rank affiliated with the order they are given.

no i don't think so. I think the Incredible Hulk is stronger than any comic book superheros. Just remember the madder he gets the stronger he is.

Realistically "the best" is far too subjective for one answer.

Certainly some of the most well known characters are Mickey Mouse, Bugs Bunny, Superman, Batman, Charlie Brown, Garfield to name a few.

This is completely a matter of opinion. I am quite partial to old fashion tv shows and such so I like Charlie Brown. he is funny and plays off completely different humor. It is humor that most people can relate to. It really reaches down into your heart and touches it like no other cartoon. Charles Schulz is a complete genius who had a very interesting life. But as I said it is very much a matter of opinion.
