MSPaint does not actually have a highlighter function... I know, terrible but technically you could simply use an Office product to accomplish this... but I did some tinkering and I found a work around. It is not 100% fail proof but it does a good job of faking the effect. If you're looking at the Home tab, click on 'Brushes' and click 'airbrush'. Next, click the straight 'line' drawing tool. Now, click the 'Outline' button and select 'Natural pencil'. Finally, choose a color you would like to do. This combination of settings creates a somewhat transparent effect, therefore accomplishing a 'highlighter' effect. Hope this helps someone out there! I just figured this out myself.
