The 1989 Ford Ranger fuel pressure regulator can be found on the top of the engine. The fuel pressure regulator will be behind the fuel injector pump.
it is inside the alternator
i would check the oil pan if its not there check the front of the block just above the oil pan if its not there then it will be near the oil filter
Try turning on the key for a few seconds to let fuel pressure build THEN try the starter. If it's just taking a few seconds to build fuel pressure you might solve the problem by not being in such a hurry. If the engine starts right up when you do that it could indicate a bad pressure regulator or a weak fuel pump.
i have a 65 thunderbird and what i did was got rid of my ford alternator and voltage regulater and replaced it with a Chevy one wire alternator they have a built in voltage regulator and it'll last you longer....unless you want to keep it all original, in that case i don't know.
