The 96 Sunfire probably wasn't originally equipped with a starter relay. Instead, the power to the starter S terminal was routed directly through the ignition switch.
After a few fires from the steering column area, GM issued a recall. During the recall, a modified wiring harness and a relay was installed to prevent fires. The relay is usually located near the middle of the radiator. To find it, follow the wire from the S (start) terminal of the starter. The S terminal is the small one, the B terminal is the big one.
If the recall has never been performed, the car might not have the relay. If you have the VIN handy, any GM dealer service department can check whether or not your car had the recall service performed except when their internet connection is going wonky. GM dealer service department Internet connections are more likely to go wonky than you might suspect.
I believe most late model Bonnevilles use a 3.8L engine. The starter should be next to the engine oil pan on the forward (LH side, facing radiator) extending slightly into the transaxle. It has two mounting bolts.
Some of the newer Bonnevilles have the Northstar engine. On a Northstar engine, the starter is located under the intake manifold. To access starter, remove hose clamp and pop the intake manifold out.
On a 1990 Chrysler New Yorker, the starter relay is built into the starter. The starter is located on the front of the engine, behind the engine mount.

Yes it does, if it needs to be replaced i suggest going to your local auto parts store and buying one, this will give you an idea of what your looking for. There are two other relays that look exactly like this one and they are all located up against the fire wall. The Starter relay and the Fan relay are located on the drivers side. The Fan relay is the one closer to the fender and the Starter relay farther.
The 1995 Pontiac Grand Am starter relay switch can be found on the firewall in the engine compartment. The starter relay switch will be on the drivers side of the firewall.
