Yes, Tech points are worth as much as Exp. For example, 4000 Tech points would subtract 4000 Exp from your required Exp amount before next level-up. You earn Tech points by completing certain tasks during battle, without necessarily beating the opponent. Tech points only exist in KH1.
There are two main complaints about kingdom hearts 2 over the first (at least as I see it). Firstly they removed tech points in the second game. In the first one they served as a way to increase experience points based on not just defeating enemies but how you fought them as well. Secondly the exploration factor was mostly removed in the second game. 2 is rather linear in its progression and contains very minimal platforming challenges. In 1, levels like monstro and hollow bastion offered the chance to explore the level.
