A spray adhesive would be best for this.
Isopropyl will remove only elmers glue from plastic, not super glue. once it gets on there, you can't remove it.

No, most plastics are smooth and non-porous. For wood glue to work well it needs to soak into the materials that it's gluing. It can not do this with plastic, so will seem to stick at first, but will come loose when fully cured.

Cork is so porous, I don't think you can get the glue out. It will at least stain the cork. Can you replace the damaged tile?

A strong adhesive like epoxy resin or a heavy-duty cyanoacrylate glue (super glue) should work well to adhere metal to cork. Be sure to follow the manufacturer's instructions for the best results.

A good glue you can use for soft plastic which is a flexible material is Gorilla Glue.
