Two factors that determine the amount of solar energy an area receives are the amount of atmosphere it has to travel through and the tilt of the Earth. The more atmosphere the solar energy goes through the less energy there will be when it hits the surface. Also, the tilt of the Earth determines the amount of solar energy because if you are tilted towards the sun you are a little bit closer, so the energy doesn't have to go through as much atmosphere as the side of the Earth tilted away from the sun.
