You'll want to use a food-grade epoxy spray paint. The main things that you want to worry about when painting utensils and eating equipment are food safety, and chipping. The paint has to pose no dangers to your health, and the paint has to have a extreme hardness, or resistance to cutting and abrasion(so the paint has to be very hard to remove).

I would not think it practical to paint flatware (metal eating utensils), but if possible I would think it would require epoxy paint.
