If it's all scuffed-up in places, you probably want to prime those spots to make it more even (after you've ripped/peeled off the pieces that are sticking up of course). The disc has two layers a protective layer and a reflective layer. When you burn a CD the laser burns little tiny groves in the reflective layer leaving some parts reflective and some not. When it goes back and reads the disc the laser shines on the reflective layer of the disc. Now when the laser hits the places that are non reflective the laser does not bonce off but when it hits the reflective parts in bounces back. The sequence of this bouncing back and not boncing back is a code of 1's and 0's. And that's how compact discs work.
Masonite can be painted, but it needs to be sealed first. Sand the siding with 80-grit sandpaper or a sanding block, but do not scrape the siding, as it can dislodge chunks of the siding. Apply a layer of primer before painting.
