Nearly every text book lists 60-100 as the normal heart rate. This range was defined by doctors in order to make it easier to define fast and slow heart rates when reading EKG's and was not based on any research.

In more recent studies, done at VA medical centers - so largely in older males, the normal heart rate was 50-90.

In some medical conditions doctors may intentionally try to suppress the heart rate down the 50-60 range.
