Unhook the wires on the starter, replace the fuse, turn the ingnition key on as if you were going to start the car. If the fuse does not blow, it is your starter. I just had this problem with a 1996 Dodge Stratus. I replaced the stater and it now works.

if the battery has enough power, it could be the starter itself, poss a bad spot on the motor, could be a bad connection at the starter or positive battery cable, maybe corrosion on the terminals.

The PCM in a 1993 Deville gets power from the IGN fuse. the fuse is located in the distribution box under the hood.
Under the hood on the drivers side is the main fuse box. You should see a 20A mini fuse that is labeled RDO/IGN or just IGN. I believe that this also affects the cigarette lighter/ 12v plug. Good luck!
I found that bad caps in the ECM (computer) will cause the IGN (ignition) fuse to blow.
the am1 fuse feeds the Ignition1 circuit. Which includes the power feed to the fuel system and engine igntion system. If the AM1 fuse is blowing but the IGN fuse isnt, It is a short between the IGN fuse and the Am1 fuse which includes the ignition switch. To fix you have to trace through the circuit to every connection, disconnecting out feeds and testing as you go to see where the power feed gains continuity with the ground. Then you found the short which is blowing the AM1 fuse. Fix the problem you found and then your good to go.

There are two fuses marked RDO inside the fuse block located on the driver's side dash. One fuse is Marked RDO BATT which is 15Amps and in location 19, the other is marked RDO IGN, a 10 Amp fuse in the 24 position.
