In order to paint on PVC canvas you must prep the canvas by gently sanding some of the pvc coating off with a medium grit sandpaper. This will allow the paint to adhere to the PVC. Wipe the canvas clean and allow to dry before priming it. Once the primer is dry you can use acrylic paints to create your master piece.
I don't think you can't make canvas totally waterproof. However, an aqueous coating may be applied to a painting or giclee canvas prints to protect it from smudges, dirt and fading. Canvas printing companies usually have this option. Check the links below.

If you are using oil paint because it can attack the canvas then a gesso coat is advisable. If acrylic, because it is non-degradable, you can paint directly onto the bare canvas. I suppose it all depends the quality of fineness or finish of the painting.
