The check tries to process again. If the process the second time fails, it is officially bounced and most places refuse your checks. Your bank charges you a fee for the bouncing each time it does not go through. Telecheck will take their $25 fee from your account at random.
"I had this happen my bank had my account on lock down when I was out of state because normally I don't travel, and since I was spending money in another state. I had a check out to wal*Mart and it didn't clear the first time due to this, but the second time it did. I then had a $25 return check fee drafted out of my bank account from Wal*Mart not Telecheck. I contacted my bank, and was able to reverse this payment, as returned check fees in all 50 states can not be paid by personal check or e-checks, they must be guaranteed monies...WU, Debit Card (Not Credit Card, even though some will take this), Money Order, Cashier's Check, and Traveler's Checks. They are not allowed to charge the $25 fee automatically, since under the agreement you only authorized them the face value of the check, no more." ---Kyle Daniels

Most of them simply put it on your credit report but some companies do proceed with civil action.
