Most professional places should work, the higher the prices the better they can be and you might want to be careful check out the shop's portfolio before you get it done because you don't want some creep doing your ear.
Of course the most expensive is not necessarily the best but it's generally better not to choose the cheapest place as you can often spot a cheap piercing by the quality - placement, healing, jewellery etc.
