Chester Alan Arthur (October 4, 1829 - Nov. 18, 1886) was 21st President of the United States. He was elected as Vice-President and became President when Garfield was killed. He was from New York and was put on the ticket as a favor to the Stalwart faction of the Republican party. These people enjoyed the political patronage that federal law allowed at the time. Arthur was a lawyer and Collector of Customs of the Port of New York when he was elected Vice-President. Once he became President, he pushed for civil service reform. His supporters in New York saw this as treason to his party, so they blocked his nomination for a second term. One interesting thing is that they was a dispute about whether he was born in the US. He claimed to have been born in northern Vermont, but some said he was born farther north, in Canada. His was Canadian and he and his wife did live in Canada not long before Chester was born, so the Canadian birth seemed believable. The only hard evidence was a family Bible.
