In the state of TX a person under 18 cannot get a tattoo, unless it's a tattoo to cover an existing tattoo that contains obscene or offensive language/gang-related names, symbols, markings/etc.

It is usually at the discretion of the shop owner. I have seen several different rules. Mostly, I've seen sixteen-years-old as the minimum for a tat, and fourteen-years-old for a minimum for piercing. On the other hand, many places have been under scrutiny and therefore cracked-down; I've seen many places that won't do tats on minors at all anymore. Remember these are only with parental consent. Parental consent usually involves the parent being there and having some form of proof that they are your legal guardian. In some instances IDs with the same last name are okay. Other times, birth certificates are required.

Please, though, do not ever get a tattoo on a whim. I have eight tattoos, and I'm very in favor of body art as a freedom of expression. But make sure each one you get means something important or special to you. They don't come off! (Even though you can remove them now, it is usually costly and/or painful.) I cannot see how most young people could be ready to make a decision like that. That's just my opinion.

The legal age for tattooing in Texas is eighteen years old. Minors may only obtain a tattoo with parental permission if the parent believes it is in the minor's best interest to cover another tattoo that is offensive.
