C. Thomas Howell is very much alive. He just ended a 5 season run as one of the stars of the critically claimed TNT series "Southland."
Howell was also sued in March of 2013 for allegedly bilking $220,000 USD out of a production company under false pretenses. He not only says he is innocent of the charges, he filed a lawsuit of his own against a third party he claims is behind the scam and that he was a victim as well. The cases are pending.

His death has not been reported (beware of internet postings claiming someone famous just died-- yes, in some cases, they really did, but not always). You might want to check a major newspaper or news magazine; when a famous person dies, it will be reported to those publications. The Internet Movie Database (IMDB) is also generally accurate at keeping track of the life/death status of currently working actors (and he is still listed as having films in production so he is considered active).
That said, as of June 2013 the actor and director C. Thomas Howell was still very much alive.
