You can get a form from the tattoo shop to get your parents' permission if you're underage- you have to take it to a notary, have your parents sign it in front of them then the notary signs and stamps it and then you can get a tattoo if you are under 18. Some people still get tattoos if they're under 18- these people usually know tattoo artists personally. A tattoo artist can get sued if they do work on someone under 18 if the parent really gets upset.

The laws state that anyone under 18 must have parental permission. It does not specify a minimum age for tattooing. Though to get a license to tattoo requires medical training.
