a safe paint job should be done in a ventilated area not near fire. different paints thinners and surfaces can require different settings.
I t would depend on the paint- Most paints tell you the coverage area on the side of the can. If not, the people that sell the paint should be able to tell you. MY wild guess would be that one gallon would cover that relatively small area.

A fine of $145.00 US was normal until a new Graffiti law came into affect. Possession of a prescribed Graffiti implement (section 7) a can of spray paint. On the spot fine of $550.00 minimum to $2,750.00 max. EDIT:: however, they cannot charge you this fine for simply possessing spray paint, they have to have proof that links your can(s) of spray paint to a particular area of graffiti

Well, I paint my police cars by first lightly sanding the area I will be painting in (so the paint sticks better). I use gloss metal spray paint. Let it dry, and your done.
To remove a scratch on a plastic car bumper sand it lightly. If the scratch did not come out, fill it with filler. Next clean the area. Block off the parts of the bumper that you do not want to get paint on. Spray primer over the area and then finish with spray paint in the correct color.
It is: 2200/400 = 5.5 and so 6 cans will be needed
