in order to find out the speed of anything you use the following equation:
1 hp will move 550 pounds 1 ft in 1 sec
so a 450hp motor that moves a 3000lb car goes 245 mph idealy
this is theoretical top speed.
This is the way I would do it.
The speed varies depending on the weight it has to carry, how much torque it has and its gear ratio/s.
Assuming you have a single gear, and are running a fixed rear axle from this gear, i would suggest you use the following formula as a rough estimate:
(The RPM should be the max RPM the kart does whilst on track)
RPM x (initial gear/final gear) x wheel circumference in metres = speed in m/m
speed in m/m x 60 = m/h
m/h x 1000 = km/h
km/h / (8/5) = mph
(km/h / 1.6 = mph)
Example:
so for example if you had an engine running at 5500 rpm, and your gear ratio was 16/64, and the wheel circumference was 0.88 metres your equation would look like this:
5500 x (16/64) x 0.88 = 1210 m/m
1210 x 60 = 72600 m/h
72600 / 1000 = 72.6 km/h
72.6 / 1.6 = 45.375 mph
(These figures came from a 5.5 hp kart i raced when i was younger)
Explanation:
RPM x gear ratio = how many times the rear axle is rotated in a minute
how many times the rear axle is rotated in a minute x wheel circumference (in metres) = amount of ground the drive wheels should've turned over
this is then converted from metres per minute into metres per hour, to kilometres per hour and then into miles per hour.
Please remember this is all theoretical, not guaranteed top speed due to forms of resistance, and power loss due to uncontrollable factors such as air resistance, chain/clutch slippage (particularly if used with a centrifugal clutch) etc. however this is as close as you're going to get without a ground speed sensor.

A 115CC engine is fast for a go-kart. It should enable the driver to get some good speed. You can also use a 110CC engine.
