If your hazards work, but your turn signals do not work, it is likely the signal/flasher relay, located under the dash at the base of your steering column. It is a $30 +/- part at the dealer. It is rectangular, about 1 inch square by 2 inches long and looks very similar to the large fuses located in the fuse box under the hood (but it is different and will not fit in the fuse box connections). I just replaced mine on a 1999 Ford Explorer - had to get in and craw/contortl on the floorboard under the driver side dashboard, but you can see it and remove it without taking anything apart. Mine was either blue or yellow (I foget - the replacement part was blue though). Only takes 10 minutes to replace once you locate the part. Good luck!
You have to be very patient because they have put it in such a difficult place. If you remove the panel beneath the steering column (optional) it gives you a clear sight of the housing; which is underneath the dash on the driver side above the parking brake. You will be looking at the cover; You must squeeze both sides of the cover to remove it. The turn signal relay is then visible; which you must remove by pulling it upward be aware of the way the pins are aligned because you will have to place it exactly the way it came out.

Prior to do any work on your 1967 Ford Mustang, you must disconnect the battery ground cable from the battery. Next, remove the two screws and lower the parking break and air control. In order to remove the control knob and shaft assembly, place the know in the full ON position. You will now be able to press the knob release buttom on the switch assembly.

Remove the wiring harness from the back of your headlight assembly. Remove the headlight assembly retaining bolts. Reverse the process to install your new headlight assembly.

You more than likely need to replace the headlight switch. Lights not going out when turned off is a symptom of a bad headlight switch.
