If you're talking about the engine ECM, I'm pretty sure they were still all mechanical for that model year, and would not have a computer in them.

it is behind the drivers side speaker u have to remove the speaker, und bolts on ecm and lift it out. then you put in the new one a plug it in. no programming is required.

Are you sure that the ECM was the problem??? Did you get the correct one for your eagal?? This is what you have to be sure of first. Did you reset the computer? Remove the battery cable and wait a few secounds and then reattach it.
Can someone sabotage the pcm to read no bus?
Someone could but I know of no one that would go through the extremely difficult procedure to do so. The ECM is probably bad. If someone wanted to sabotage it, they would need to have access to the vehicle to remove the ECM< then have the equipment to disable one feature.
