I own a 1993 Mazda 323. I had the same problem with the automatic seatbelts. I found out that the problem is caused by a little round circuit. This circuit is in the middle consol where the seatbelts are stored (I believe it is attached behind the pulley of the seatbelt housing. It looks like Mazda is using some kind of conductive metal which is worn out by time. Since the metal on the circuit is worn, seatbelt safety circuit stays open and causes seatbelt alarm stay on.
