The best way I know of is the use of a skin friendly oil. Work it in well and keep rubbing. If you are having trouble, use a bit of abrasive, such as corn meal mixed into the oil.
To prevent this happening in future, put lots of hand cream or lotion on the exposed areas of skin, wear gloves or invest in the product "Gloves in a Bottle" which can be found in many good paint retail stores and some craft stores.

LePage's Polyclens is excellent for this, but you can also use methyl hydrate (also known as methanol or methyl alcohol), or most paint solvents such as varsol or laquer thinner.

Because soap and water are NOT oil based. Oil based means you need to use an oil-based thinner to clean brushes and spills. The materials used in oil-based paints are not soluble in water, even with the added surfactant effect of soaps. (Some paint may come off hands as the soap loosens the dead outer layer of the skin.)
Spirit based is oil based and oil and water don't mix. Use paint thinner or mineral spirits.
go to your local lowes and purchase a prodcut called goo off (oil based) or lift off (oil Based) and depending on what type of flooring we are talking about, if it's oil just use mineral spirits.
