remove complete wiper arn from vehicle so there is only the ribbed drive showing on the outside
turn wipers on, then turn them off. this should put the drive at the return position.replace wiper arms with the arms in the home position.this should align them where they should be when turned off
test to see if ya got em in right position
your distributer cap is probably loose. so u need to have some one try to start it while you rotate it. basically need to time it. i tryed that

Simple answer is, that in sometime in your cars life, the windshield was replaced, and the windshield didnt get sealed properly. Call a local glass replacement office, and ask then if they can reseal your windshield, and how much its going to cost. Should be more than 50 bucks.

I also have a 95 Windstar. I have replaced mine twice already. You have an electronic speedometor. The last one I replaced cost roughly $300 dollars and didnt last. Now the speedo bounces all over the place. I use the tach for speed indication mostly now. I replaced the last one at 29,000 miles. I currently have roughly 190,000 on van now. A2: They are mechanical. The reason they jump is because the cable gets dry and corroded. I have fixed several, all high mileage. Keep searching I wrote a little more detailed description in another thread for a 96.

Your windshield gasket leaks on the top. I had the same problem when I had the roof replaced. They put the winshield back in but didnt seal it properly.
I paid $246 but prior to installing it they disassembled it and cleaned it first which didnt work so they then ordered the part.
Try looking at the bottom of the wiper arms. There is probably a cover that either opens or pops off. There is usually like a 15mm size nut that is there. Tighten this nut. Hope this helps. Alright i think i might know what your problem is i just had a similar problem with my 95 explorer and my problem was that the blades just didnt clear the whole window and it was just driving me crazy what i think your problem is the your blade arms have no spring left in them and the arms need to be replaced if you dont replace the arms it does not matter how good your blades are they will not work without replacing the arms i dont really think your just going to be able to tighten anything up and fix the problem its going to cost about 75 bucks for the arms and your wipers will work like you just bought the car
