Maybe, but Krylon Fusion for plastic would be a better choice. And it involves no prep work. Turns out Zinsser Bulls-Eye primer will bond to PVC Fencing, after which you can use regular house paint on it.
While an epoxy is very durable, it is really suitable for most exterior applications because most epoxies are not UV resistant. The sun will quickly break down the surface, resulting in a chalky finish. A better solution would be to use a 100% acrylic latex paint. As long as the fence has been cleaned, it can be applied directly to the surface, without using a primer.
If the white paint is well-bonded to the surface, and the red is very fresh, a lot of times you can use a sharp razor blade to peel the red paint off the white. If the red is stuck on there, I would use a sanding block to remove as much red paint as I could without damaging much of the white paint, then put a coat of white paint over the area. Next time, get a newspaper and tape it to the white walls to protect the building.
With paint just paint white/pinkish color
What type of paint is on it? How long has it been there? You might try denatured alcohol for large areas. The hardware stores also sell a product called "Goof Off" that may work well for smaller areas. Put either on with a clean WHITE cotton rag, and start rubbing.

Yes, it is the paint, the rest is just color.
A white fence appears white because it reflects all wavelengths of visible light equally, resulting in a balanced mix of colors that our eyes perceive as white. Each individual paint particle on the fence is reflecting light in all colors, but our eyes perceive the combined effect of all wavelengths as white.
White Fence was created in 193#.
A white picket fence can be purchased in any home improvement store or can be done single-handed. All you need to do it single-handed is a wood saw, wood, hammer and nails and some varnish and some paint.
Parlophone Records and Capitol Records each issued white-vinyl collector's editions of this album, but most of the copies issued have been on standard vinyl.
The fence is white.
White painted horse fencing typically made of wood or PVC is used to create a visible barrier that the horse can see. This allows a galloping horse to see the fence and stop long before running into it and hurting itself. In the past a white painted fence was a sign of wealth and/or prestige on a horse farm as it took lots of money to paint the fences white and keep them looking good.
About 3,000 gallons of paint were used to paint the White House.
Yes, White Face Paint...
Yes, typically a horse will be able to see a black or brown fence. Horses can see in very muted colors and tones, so the darker black and brown colors will look very dark to them, but green grass may have more of a greyish tint to it, which will help the horse see the difference. If there is concern over the horse being able to see the fence in the dark, you can always paint a white line on the fence or put up a string of white poly-rope horse fencing.
Take a paint brush, buy a can of white paint, and paint your hands and feet white-as-can-be! Happy painting!
You don't. You can paint over it with an opaque white, but there's probably no way to make the orange paint white.
