While an epoxy is very durable, it is really suitable for most exterior applications because most epoxies are not UV resistant. The sun will quickly break down the surface, resulting in a chalky finish. A better solution would be to use a 100% acrylic latex paint. As long as the fence has been cleaned, it can be applied directly to the surface, without using a primer.
If the white paint is well-bonded to the surface, and the red is very fresh, a lot of times you can use a sharp razor blade to peel the red paint off the white. If the red is stuck on there, I would use a sanding block to remove as much red paint as I could without damaging much of the white paint, then put a coat of white paint over the area. Next time, get a newspaper and tape it to the white walls to protect the building.
With paint just paint white/pinkish color
What type of paint is on it? How long has it been there? You might try denatured alcohol for large areas. The hardware stores also sell a product called "Goof Off" that may work well for smaller areas. Put either on with a clean WHITE cotton rag, and start rubbing.
Yes, it is the paint, the rest is just color.
