Try reupholstering it if you can, you should be able to find outdoor fabrics at any fabric store. It will cost more but it will last longer and hold up better.

If you have your heart set on painting, chose the right type of paint. Oil paints take a long time to dry and are not color-safe, especially outdoors. Textilene is polyester coated in PVC plastic, and regular acrylic paints will easily chip off of the plastic with wear. For lasting results you will have to find a paint specifically formulated for use on plastics, such as Krylon fusion.
