Right side of vehicle under the oil filter for 4.0 engines. It is located on the starter. The solenoid is another smaller cylindrical shaped device that is mounted to the starter. If you have to replace it you have to buy the whole starter assembly that comes with a solenoid. I have not found a way to replace only the solenoid. Jeep engineered this to benefit their dealer service garages.

I'd check two things: I don't remember what year Ford changed over, but if yours still has the starter solenoid on the fender, make sure you haven't crossed the small wires. If the solenoid is on the starter, are you certain that you've wired the starter right? There are a couple small wires that connect to the starter,if you connect them wrong it could the cause problems you describe. If you're CERTAIN that the starter and/or solenoid are connected properly, start looking seriously at the ignition switch.

Looking at the solenoid from the front, and working towards the left, the right terminal will have one wire that goes down to the starter. The little push-on wire (usually red) will be the one that goes next. There may be another little push on, or a couple of wires with terminals- they all get attached to the next small terminal.
