Did you replace the bulbs recently? if so make sure you have a dual filament bulb. If you put a single filament bulb in it will cause this to happen.
If the bulb isn't the issue then you should take it to a mechanic to see if there is a sensor out of whack that is tellling the brake lights to come on.

Check brake light switch Should be located at the top of the brake pedal under dash area Maybe misaligned or defective
May be stop light switch--usually located at the upper end of the brake pedal under dash
yes you can in most cars putting on the emergency brake just a click or two will turn off the daytime running lights.
Stock rim tire sizes on a 1998 Honda Civic EX are 185 65 R14 although some have reportedly installed and prefer 195 60 R14, other sizes will likely to rub in full turn.
bad ignition or you have a serious short.
possible faulty brake light switch...sticking....usually located on top of metal arm connecting to your brake pedal. $10 part. There's a rubber bumper that the brake pedal switch hits against to turn off. When the bumper gets old it falls off (you will notice the pieces on the floor when you get in). Without the bumper in place the switch post just goes through the hole that the bumper is supposed to be in and is never depressed and the brake lights don't shut off.
