A bad ball joint isn't safe any way you look at it. Some major damage can happen if the wheel becomes dislodged from the chassis. The major component holding the wheels on are the ball joints, upper and lower, which hold the spindle that houses the axle. The spindle holds the wheel bearing, tie rod, brakes, wheel etc. You can lift the vehicle up by the front and check the wheel for play, up and down. There shouldn't be much, if any play. If there is alot of play then you shouldn't drive it much till it get's fixed. That's my opinion. Good luck.
If the pipe is in good enough shape you can weld over the hole, BUT If there is one small hole rusted in the system it is a good sign the pipe is rotted. There will be many other holes soon. There are probably more holes than you know about. You will probably have to have an exhaust shop put in a new pipe for you.

I recently removed the lower ball joint from a 91 Civic, hopefully it is the same as yours. You need a fairly large double jaw gear puller. Loosen the castle nut, but do not remove it. Place the jaws of the gear puller under the boot of the ball joint (be careful not to damage the boot). Then place the screw part of the puller on the end of the ball joint bolt and tighten the puller as tight as you possible can. Then use a blunt punch and hammer to hit on the lower arm where the bolt goes through it, it requires quite a vibration to jar the ball joint loose. Good luck.

you need a good ball joint separator. if you use a pickle fork, you will destroy the boot. so, if you are going to reuse the joint, you will have to use the screw in type. once you separate the ball joint, then it bolts to the control arm with 3 bolts. first, pull the wheel. to be safe, unbolt the brackets that hold the brake hose, and remove the abs sensor and tie it up. remove the brake caliper, and tie up out of the way. disconnect the sway bar link. remove brake rotor for clearance. i always break loose the bolts on the bottom of the ball joint before i disconnect the ball joint
