Yes if the tattoo artist is a good tattoo artist it is safe to get, but it is not safe for guaranteeing your job. Neck tattoos will really limit job opportunities. I'm a tattoo artist and I haven't taken that step yet because i don't know what my future may hold.

At least not if it is comparable to the tattoos i have, The back of the neck is mostly skin over muscle, and the nerve density doesn't seem too high, it should be comparable to back tattoos or my scalp tattoos.
