As far as printed factual information contained within the texts of Marvel comics over the decades, they are pretty evenly matched when it comes to raw strength. However, Thor has admitted himself that Hercules is the better unarmed combatant and fighter overall. There has been certain books and writers, such as the Thor:Blood oath limited 6-issue story, in which Hercules is shown to have the edge in raw strength. As far as overall power, Thor is definitely the more powerful one because of the many feats he can perform with his enchanted hammer Mjolnir, plus he himself is an accomplished strategist, fighter, and warrior due to his thousands of years of combat experince. Hercules is still an amazing demi-god though and very tough and powerful. Hope this helps.
