Are you sure its the Special Event Celebi if not its proberlly a fake one (to see if its fake put it on battle revolotion and it will be a bad egg) or its just a old event ( or so old you got it form Gold/Silver/Crystal from the GS Ball)

Regular celebi won't work. It has to be the event celebi. Pretty much one in a cherish ball.
