If the automobile has full coverage it will be covered. However if there is only liability then there is no coverage.
If you broke a window while cutting the lawn for the neighbor that pays you then they can replace it themselves. They can hold you responsible and not pay you and make you pay for the window. Or if they have homeowners insurance they can see if it will cover the broken window.

One possible reason might be the safety link has broken, but still has enough resistance to pull the window down. Eventually it won't even do that. An easy solution is to remove the gear box and fill the safety link area with epoxy glue. Then don't roll the window up while someone has their head out the window.
