There was a major revolt against Rome in the year 68 -- called the First Jewish War. The Roman army was ravaging the region, burning and destroying. In the year 70, they sacked the Temple in Jerusalem. A prudent person in that time would hide everything they had that was of any value, so whoever owned the scrolls chose those caves to hide their collection. There are several theories about whose library the Dead Sea Scrolls was, and it is possible that the scrolls in different caves had different sources so several of these theories may be correct: One theory is that the scrolls were the library from the Essene settlement at Qmran. Some of the scrolls clearly came from the Essenes. The collection seems too big to be just the Essene collection, so another theory is that it is the library of the Temple in Jerusalem, or a large part of that library.
