In many ways, they did not fail at all. With complete surprise they were able to sink many ships. However, they were not successful in sinking their main objects--the big aircraft carriers which were out to sea at the time. Therefore, the Japanese considered the raid a failure and accomplished nothing except "waking a sleeping giant"
The Japanese main target was the aircraft carriers that weren't present during the attack of pearl harbour (they were out at sea) and also they were supposed to attack the oil reserve on the hawaiian island which is also why it failed.
It was not unsuccessful, they obliterated the fleet anchored there. However not all the US fleet was in harbour and while Japan succeeded at Pearl Harbour, they eventually lost the war itself.

The aircraft carriers were not in Pearl Harbor so were not sunk, and another raid was not made so the fuel supplies were not destroyed.
