If you're talking about during the ancient to medieval times, than the reason is that it was an easy source of water. Running water was one of the cleanest waters you could drink back then.

For some tribes it was for food. E.g. fish, etc... And for most others they may of used the rivers for ports so they could trade with other tribes or countries.
