1) fueltank empty
2) fuel line turned off
3) fuel line plugged
usually it is caused by bad gas causing issues in the carb. a plugged filter or jets in the carb
I would start with float sticking or maybe fuel filter plugged filter and run some good carb cleaner threw a tank of fuel if that does not fix your problem you may have to take the carb apart and clean it.
Mounted on the fuel line between the fuel tank and the carb if it has one.

drain your tank and flush with some gas. you should also remove the bowl from the carb. and drain it as well. Then clean out carb. with carb. cleaner. you may need to get a new gasket for the bowl as well.
You carburetor needs cleaning out. This can happen when the lawnmower sets over the winter with fuel in the carb. Always put in a fuel stabilizer before storing the mower. I would even advise that you run the tank dry and run the carb completely dry of fuel before storing the mower. This will prevent the buildup of fuel deposits and varnish in the carb.
your float and or needle valve is allowing gas to flow through carb into engine.These should be replaced.
Turbocharging small engines is not practical and takes some extremely good fabricating skills They did it on YouTube. It looked like they used the exhoust with some hoses to feed into the carb. check it out yourself. Search for Turbocharged Lawnmower on youtube.
Allow the engine cool off for 15 - 20 seconds. Position throttle to full speed and turn ignition switch off. This will reduce the vaccum through the carb thus drawing less fuel into cylinders.
my quad runner 230 has a mikuni carb on it. the only model numbers on the carb are this 35B/10.
try cleaning the carb. generally when it starts and dies it is a sign of a blocked passage in the carb
