So far as I can make out, CDTV is not, as its name suggests, a TV station. The .tv suffix indicates tuvalu, the "country" of origin - although CDTV is believed to be Japanese.
If the US is anything like the UK, then the CDTV website is limited in that country because, depending on point of view, CDTV crossses the line as regards acceptability.
