It is drying up today because nations upstream are taking water for their own people with little or no regard for those downstream.
In the Millennium it will also dry up again, but this time due to God providing a dry passage for the return of His people the Israelites (again) from the Gentile nations where they had fled or been taken captive:- Zechariah 10:11. "They will pass safely through the sea of distress, for the waves of the sea will be held back. And the waters of Nile will become dry."
