It's not. Absolute alcohol is 200-proof, and is readily available, if you have the license for it. In the 1970s, I ordered 25 gallons of it for the lab I worked in, and National Distillers gave it to for free, to save the paperwork; in truckload quantities, it was something like 90c per gallon.
