Nope, no tool is consider to be a good luck charm 'cause they are TOOLS.
I was looking for the same answer. I haven't found it yet but I have a guess. I think it is a spanner wrench. The hose couplings used at that time had raised bumps on them (the new ones have rectangular lugs). By using a spanner wrench or two together you can free a stuck coupling. Here is a picture of a modern day spanner: amazon.com/Elkhart-Brass-Universal-Spanner-Wrench/dp/B0017YAKVM This one also has a slot to turn off a gas line and a prying surface.
My girlfriend told me the Lightning Bolt was lit on her New Beetle dash. I did not know what it was and could not look at it for several days. It turned out to be the Check Engine Light. It has a Lightning Bolt across an engine symbol

Needs a service
The spanner symbol on the dashboard of a Peugeot 307 indicates that the vehicle is due for a service or maintenance check. It serves as a reminder for the driver to schedule an appointment for routine maintenance, such as an oil change or inspection. If the light remains on after servicing, it may require resetting to turn off the warning indicator.
