They've banned the older type of open wood and coal fires due to the smog that they cause. There are often cold, still nights in winter resulting in a large smog (small by international standard) layer.
New hosues being built can not install fireplaces but if your house has an old fireplace you can upgrade it to a new fireplace that emits less smoke due to its design. All fireplaces that are used must be less than 15 years old.
