I believe that it's because the alcohol has a lower evaperating temp. and lowers the temperature of the condesation of water on the straw.
if you add salt to water, it will freeze at a lower temperature.. i do not think it is possible at a temperature below zero degrees.

well alcohol has a lower freezing temperature than water. Therefore it can go below 0 degrees celsius or 32 Fahrenheit and still be liquid. (Well for harder liquor anyways--not beer, it will freeze) But i think it will still be fine.
