Thomas Paine targets a monarchial-style government because this type of government was most easily related to by the colonists, since they were attempting to gather support to revolt against one in the first place. By attacking the government style of their mother country, Great Britain, Paine hoped to convince those loyal to the British Crown to instead support the independence movement.
