Smegma . every one makes smegma circumcised or intact. the difference is that in the case of a person that is intact it collects under the foreskin until it is washed away. smegma is made up of the dead skin cells that would normally just fall away from the body as well as a few other secretions that are produced to protect the glans. there is nothing wrong with it and in a normal healthy situation there is nothing smelly about it. Women also produce smegma between the lips of the labia in the same way for the same reasons.

This is a slang remark for smegma. In the first place the body is constantly shedding and replacing skin cells. Normally they just fall of or get scraped of and fall away never to be noticed. However if you have an intact penis these cells cant just simply fall away. so unless they are washed away with the foreskin retracted they will collect under the foreskin. Add to this secretions that are put out by the glans under the foreskin to moisten and protect its sensitivity and you end-up with a white waxy looking mixture. which is particularly noticeable under the foreskin that is not retracted often. This is normal and not in any way unhygienic. All the materials that collect under there come from the body and have had to pass through the immune system and so long as no pathogens from outside have been introduced it is virtually sterile. As a matter of fact you are protected against infection by it as well. However once the foreskin is easily retractable and it is used for sexual intercourse or reasonably frequent masturbation reasonable care has to be taken to wash under and around the area of the foreskin and genitalia.
