PCV Valve is located near front of hood on the engine block between the fuel injectors.
The same thing happened with my a987 Chevy Celebrity 2.8L V6. Its problem turned out to be failed fuel injectors. I replaced 3 out of the 6 injectors and it has been fine since.
If the starter is turning over on the 1989 Honda Civic but the engine is not getting gas, the problem is more likely the fuel pump than the injectors. Clogged injectors might cause difficult starts but a damaged fuel pump will cause the vehicle to receive no fuel at all.
I would suspect over voltage as to the reasons why fuel injectors would burn out. The pulse that opens the injectors comes from the engine control module so I would check that along with associated wiring. Check the wiring for shorts to other wires.
AnswerThis is the 2nd year that Ford put the Fuel Injection on the 460 Engine. All you have to do is look for the Fuel Injectors on the Intake Manifold. There are 4 of them on each side.
Possible reasons the fuel injectors are not working: Faulty ECM (engine control module, computer) Faulty fuel injector(s). Fuel injectors clogged. Insufficient fuel pressure. Bad Ground. Faulty wiring otherwise.

Assuming that S10 has a 4.3 L engine with TBI (Throttle Body Injection), the fuel injectors (two of them) are located in the throttle body.
Check out your injectors and the connections on them. The connections sometimes get corroded, and a quick temporary fix could be just to clean the connections. before replacing the injectors you may want to make sure its not, in need of plugs and wires, or fuel filter, or air filter.
