Cars are designed to have a top speed for safety reasons. An engine can only spin at so many RPMs before things start to fly off or destroy themselves. The same holds true for the rest of the moving parts on a car. Tires can only handle so many RPMs before the rubber starts to come apart. The faster things spin the greater the centrifical force.
