Hitler did not take over; he was voted in fairly by the German people because they supported him. At the time many people were either poor or afraid of becoming poor. Hitler offered policies such as guaranteed trade of farmers products, he protected small businesses by getting rid of large super stores often run by wealthy Jews. He also said he would protect the middle classes by stopping communism from gaining power that would take land and property off the wealthy.
The NAZI Party won the Popular vote in both elections in 1932. In 1933 Hitler was appointed the Chancellor. The enabling act was then brought into power allowing Hitler full government control.
It wasn't the German people/citizens who let Hitler come to power. It was a secret deal between Von Papen and President Hindenburg, a deal to appoint Hitler as chancellor. Von Papen noticed Hitler was struggling to keep a Reichstag majority thought that keeping Hitler close (Friends close and enimies closer and all that) They thought that they could keep an eye on Hitler. However, they were wrong VERY wrong! So it was a Behind the Scenes deal that lead to Hitler coming to power, it had nothing to do with the German people voting in fact around this time the nazis lost over 2 million votes and 38 seats in the Reichstag elections that year.
The German people were unhappy with the Treaty of Versailles after WWI. Germany was supposed to pay huge reparations to repair all the damage to Europe during WWI. The Great Depression also practically desroyed the German economy. The German people were looking for a strong leader to get them out of despair.
He did it semi-legally, through the political process of the Weimar Republic. Through various legal and less-than-legal means, the Nazi Party became the largest party in the German parliament by the end of 1932. Hitler was able to work with other right-wing parties to have himself appointed Chancellor on January 30, 1933.
Once in the Chancellor position, Hitler used an emergency (a Communist tried to burn the parliament building, which Hitler claimed was the start of a Communist rebellion) to arrest and intimidate political opponents and voters. There was an election at the beginning of March 1933, which Hitler's right-wing coalition overwhelmingly won. This coalition was able to pass an Enabling Act, which amended the German constitution and gave most of the government's power to Hitler himself.
With the Enabling Act in place, Hitler began a process of reorganizing the government to fit his ideology. Once this was complete, as well as his political opponents were murdered in the "Night of the Long Knives", and then the elderly German President finally died in August 1934, Hitler was officially the undisputed master of Germany, and would remain so until his suicide in April 1945.

During Hitler's rise to power in Germany, he had to purge certain Nazi's that were too extreme or that threatened the regular army in Germany. For example, the Brown Shirts were a paramilitary Nazi organization. They helped Hitler to gain a degree of power. For full control of Germany, the military high command wanted Hitler to purge the Brown Shirts if Hitler wanted the support of the German generals. This he did and there was bloodshed. Once in power, Hitler had many political enemies that he either placed in concentration camps or had them executed after treason trials. Hitler sent many innocent people to prison or to death camps.
In 1936, Hitler decided to take reoccupy the Rhineland. It was very risky as Germany still had a weak army. France had just signed an agreement with the USSR to protect each other against an attck from Germany. Hitler used this to claim that Germany was under threat and that he should be allowed to place troops on his own frontier. He moved his troops to the Rhineland . However, France did not act against this and Hitler took full control of the Rhineland.
